• Children from 7 – 18 yrs.
• Children and their families who live in Multnomah County
• Children who are involved in two or more child-serving systems such as child welfare, special education, mental health, juvenile justice and/or Oregon Youth Authority
• Children who are in residential or institutional care or who are at risk of higher level of care
